The Indian Youth Congress (IYC) legal cell on Sunday lodged a formal complaint against Rashtriya Swayamsevak Sangh (RSS) general secretary Dattatreya Hosabale for calling for a reconsideration of the inclusion of the words “socialist” and “secular” in the preamble of the Constitution. Meanwhile, Karnataka Chief Minister Siddaramaiah criticised Hosabale for calling for a review of the Preamble of the Constitution.
The complaint was lodged at the Seshadripuram police station on behalf of Legal Cell chairman Sridhar, co-chairman Samridh Hegde and other office bearers and advocates. The complaint specifically mentions Hosabale’s comments during a public meeting to commemorate the Emergency on June 26, where he called for a reconsideration and removal of words from the preamble.

In a letter attached with his complaint, Sridhar said, “While addressing a public meeting organised on the anniversary of Emergency on 26 June 2025, Hosabale publicly said that the words ‘socialist’ and ‘secular’ in the Preamble of the Constitution should be reconsidered and removed. These comments made by a high-ranking thinker of an organisation at a politically important and sensitive event are not mere ideological remarks.”
He further said, “Any such attempt to publicly destroy constitutional values should be taken with utmost seriousness and promptness. A clear message should also be given that no one is above the Constitution. Any public advocacy of unconstitutional means or abolition of constitutional principles will have to face due process of law.”
RSS believes in Manusmriti: CM Siddaramaiah
Earlier today, CPI(M) Rajya Sabha MP Sandhosh Kumar wrote a letter to RSS chief Mohan Bhagwat, urging him to recognise the important role of secularism and socialism as fundamental values of the Constitution following Hosabale’s call. Through his letter, Sandhosh Kumar criticised statements made by a senior RSS functionary questioning these principles and argued that they are necessary for India’s pluralistic and just society.
On the other hand, CM Siddaramaiah, while responding to a question on Hosabale’s call for amendment in the Constitution, said, “RSS believes in Manusmriti. They have no respect for the Constitution and have no faith in democracy.” He further said that their mindset is to change the Constitution and impose Manusmriti in the country. What did Hosabale say about the Constitution
Earlier, on June 26, at a program organized in Delhi, RSS General Secretary Hosabale had suggested reconsidering the inclusion of the words “socialist” and “secular” in the Preamble of the Constitution.
Hosabale had then said, “These two words were not in the Preamble of the Constitution that Babasaheb Ambedkar had made. These words were added during the Emergency when the fundamental rights were suspended and even the Parliament was not functioning. Therefore, it should be considered whether they should remain in the Preamble or not.”
