The Uttarakhand Cabinet approved the Minority Education Bill 2025 before the monsoon session of the state assembly begins, the Madrasa Board will be abolished

The Uttarakhand Cabinet on Sunday approved the Minority Education Bill 2025 ahead of the monsoon session of the state assembly starting on Tuesday (August 19). Official sources said that under this bill approved in the state cabinet meeting held here under the chairmanship of Chief Minister Pushkar Singh Dhami, educational institutions of Muslim community as well as Sikh, Jain, Christian and Parsi community in the state will also get the status of minority educational institution.

This bill provides for the formation of an authority from which educational institutions established by all minority communities will have to get recognition. This authority will work to facilitate and promote educational excellence in these institutions, so that the children of the minority class get quality education and their educational development can take place.

Recognition of Minority Educational Institution

Under the bill, recognition of minority educational institution will be granted by the authority only if the applicant fulfills certain conditions. If any condition is violated or the funds received from fees, donations, grants or any other funding source are found to be misused, the recognition of that institution can also be terminated.

This bill will be introduced in the upcoming monsoon session of the state assembly starting from Tuesday in Gairsain. It is believed that after the introduction of this bill, the Uttarakhand Madrasa Education Board Act, 2016, applicable in the state, will be repealed.

Former Chief Minister Harish Rawat targeted

Reacting to the approval of this bill by the cabinet, senior Congress leader and former Chief Minister Harish Rawat called the BJP “koop manduk soch” (having limited knowledge) and asked why they avoid Urdu words like ‘madrasa’? Rawat said that the BJP people are people with “koop manduk soch”. Madrasa is an Urdu word and Urdu is the product of Ganga-Jamuni culture. Madrasas have their own history which is associated with the freedom struggle of the country. Why do you avoid the Urdu word?

Attempt to end madrasas
When asked whether this is an attempt by the government to end madrasas, Rawat said that this is their intention, but, he said, they will not be able to do so. On the other hand, Uttarakhand Madrasa Board President Mufti Shamoon Qasmi welcomed this decision and said that this will greatly benefit all communities, especially Muslims, in the future. They will get quality education. He stressed that this will not affect religious education and it will continue.
