New Delhi: Prime Minister Narendra Modi will launch various youth-focused initiatives worth over ₹62,000 crore on Saturday. According to the Prime Minister’s Office, this is a historic initiative for youth development, which will provide a decisive boost to education, skills, and entrepreneurship. The Prime Minister’s Office stated that PM Modi will launch the centrally sponsored scheme PM-SETU, with an investment of ₹60,000 crore. This scheme envisages upgrading 1,000 government ITIs to a “hub-and-spoke” model, consisting of 200 hub ITIs and 800 spoke ITIs.
How will the “hub and spoke” model work?
The “hub and spoke” model is a delivery system that works like a bicycle wheel, with a “hub” (center) connecting all the “spokes” (smaller, supporting locations). Each hub will be connected to an average of four spokes, creating clusters equipped with advanced infrastructure, modern enterprises, digital learning systems, and incubation facilities. According to the PMO, key industry partners will manage these clusters and ensure outcome-based skills aligned with market demand. Hubs will also house innovation centers, trainer training facilities, production units, and placement services, while spokes will focus on expanding access. “Collectively, PM-SETU will redefine India’s ITI ecosystem, making it government-owned yet industry-managed, with global co-financing support from the World Bank and the Asian Development Bank,” it said. According to the statement, in the first phase of implementation, ITIs in Patna and Darbhanga, Bihar, will receive special attention.
Inauguration of 1,200 Vocational Skills Laboratories
The Prime Minister will also inaugurate 1,200 vocational skills laboratories established in 400 Navodaya Vidyalayas and 200 Eklavya Model Residential Schools across 34 states and union territories, the PMO said. According to the statement, these laboratories will provide practical training in 12 high-demand sectors such as IT, automotive, agriculture, electronics, logistics, and tourism to students, including those from remote and tribal areas. In line with the National Education Policy 2020 and the Central Board of Secondary Education (CBSE) curriculum, the project involves training 1,200 vocational teachers to provide industry-relevant education and lay the foundation for employment. The statement said that the program will focus specifically on transformative projects in Bihar, reflecting the state’s rich heritage and young demographics.

Launch of the “Chief Minister’s Self-Help Allowance Scheme”
PM Modi will also launch Bihar’s revised “Chief Minister’s Self-Help Allowance Scheme,” under which approximately 500,000 graduates each year will receive a monthly allowance of ₹1,000 for two years, along with free skill training. He will also launch the revamped “Bihar Student Credit Card” scheme, which will provide interest-free education loans of up to ₹4 lakh. More than 3.92 lakh students have already received loans worth over ₹7,880 crore under this scheme. According to the statement, to further strengthen youth empowerment in the state, PM Modi will formally inaugurate the Bihar Youth Commission, a statutory commission for people aged 18 to 45. Its aim is to harness the potential of the state’s young population.

Bihar is scheduled to hold assembly elections this year. Bihar has been at the center of several development and welfare initiatives of the central and state NDA governments. Another project in Bihar that the Prime Minister will inaugurate is the Jan Nayak Karpuri Thakur Skill University, which aims to provide industry-oriented courses and vocational education to prepare a globally competitive workforce. In line with the National Education Policy 2020, with a vision to improve higher education opportunities, the Prime Minister will lay the foundation stone for new academic and research facilities at four universities in Bihar under the PM-USHA (Pradhan Mantri Uchchatar Shiksha Abhiyan), namely Patna University, Bhupendra Narayan Mandal University in Madhepura, Jai Prakash University in Chapra, and Nalanda Open University in Patna. According to the PMO, these projects, with a total allocation of ₹160 crore, will benefit over 27,000 students through modern academic infrastructure, advanced laboratories, hostels, and multidisciplinary education.

Dedicate NIT Patna’s Bihta campus to the nation
PM Modi will dedicate NIT Patna’s Bihta campus to the nation. With a capacity of approximately 6,500 students, the campus features advanced facilities, including a 5G use case lab, a regional space academic center established in collaboration with ISRO, and an innovation and incubation center, which has already supported nine start-ups. The Prime Minister will also distribute appointment letters to over 4,000 newly recruited candidates in the Bihar government and release scholarships worth ₹450 crore through Direct Benefit Transfer (DBT) to 2.5 million students of classes 9 and 10 under the Chief Minister’s Boys/Girls Scholarship Scheme.
