Protests intensify in Punjab over the Centre’s proposed Constitution (131st Amendment) Bill, with Chief Ministers Bhagwant Mann and Arvind Kejriwal calling the bill a direct attack on Punjab’s rights over Chandigarh.

The central government may pass the proposed Constitution (131st Amendment) Bill in the upcoming winter session. This has sparked protests in Punjab, and the common people of Punjab have now come out against it. AAP supremo Kejriwal stated on Twitter that Chandigarh belongs to Punjab and will remain so. Meanwhile, Punjab Chief Minister Bhagwat Mann wrote on Twitter, “We strongly oppose the proposed Constitution (131st Amendment) Bill being introduced by the central government in the upcoming winter session of Parliament.”

Kejriwal stated that Punjabis have never bowed before any dictatorship and claimed that he would oppose this bill as well. Mann further stated that this amendment is against Punjab’s interests. We will not allow the central government’s conspiracy against Punjab to succeed. Chandigarh, built by destroying Punjab’s villages, is the sole right of Punjab. We will not let our rights go away; we will take whatever steps are necessary to achieve this.

Sharing Bhagwat Mann’s tweet, Kejriwal wrote, “The BJP central government’s attempt to end Punjab’s rights over Chandigarh through a constitutional amendment is not a simple move, but a direct attack on Punjab’s identity and constitutional rights. This mentality of tearing apart the federal structure and snatching away the rights of Punjabis is extremely dangerous.”

Kejriwal said that Punjab, which has always sacrificed for the country’s security, food grains, water, and humanity, is today being deprived of its share. This is not just an administrative decision, but an attack on the soul of Punjab.

What is the 131st Constitutional Amendment Bill?
The 131st Constitutional Amendment Bill, 2025, is a significant bill proposed by the Government of India that seeks to bring the Union Territory (UT) of Chandigarh under the ambit of Article 240 of the Constitution. Article 240 empowers the President to make regulations and laws directly for certain UTs (such as Dadra and Nagar Haveli and Lakshadweep), without a legislature. Currently, Chandigarh is administered by the Governor of Punjab.
