The Russian special protection team assigned to Putin’s security arrived quietly in Delhi a few days ago. This team is meticulously inspecting every location at the hotels, airport, and meeting venues. Which rooms will be used, which routes will be taken, which doors will be used for entry and exit – everything has been predetermined.
Wherever Putin goes, a mobile chemical lab accompanies him to test his food and water. This is why he does not consume local food or water. Food and water are brought from Russia and given to him only after multiple levels of testing. Furthermore, he carries his own personal portable toilet to ensure the complete security of his personal medical information.

Russian President Vladimir Putin will arrive in India on Thursday (December 4, 2025) for a two-day state visit. He is expected to arrive in Delhi around 4:30 PM. A few hours after his arrival, Prime Minister Narendra Modi will host a private dinner for him.
Last year, when PM Modi visited Moscow in July, Putin similarly extended private hospitality to him. Putin’s visit comes at a time when India-US relations have reached their lowest point in two decades. The US has increased tariffs on Indian exports by up to 50%, including an additional 25% tariff due to India’s purchase of oil from Russia.
A busy 28-hour schedule in New Delhi
Officials associated with Putin’s visit said that he will be formally welcomed on Friday, followed by the 23rd annual India-Russia summit. Prime Minister Modi will host a luncheon for the Russian President and his delegation at Hyderabad House. Putin will also visit Raj Ghat on Friday morning to pay tribute to Mahatma Gandhi.
After the summit talks, Putin will inaugurate the India channel of Russia’s state broadcaster. Following this, President Droupadi Murmu will host a state banquet in his honor. After a visit of approximately 28 hours, Putin will depart from India around 9:30 PM on Friday night. During the summit, India may discuss the growing trade deficit with Russia due to large-scale purchases of crude oil. The impact of US sanctions on India-Russia trade is also likely to be discussed.
Preparation for signing several important agreements
According to reports, Putin may brief Prime Minister Modi on the efforts being made by the US to end the conflict in Ukraine. India has consistently maintained that a solution to the war is only possible through dialogue and diplomacy. Several important agreements are expected to be signed after the talks between the two leaders. These include an agreement to facilitate the movement of Indian workers to Russia and logistical cooperation under the framework of defense cooperation. Increased Indian exports to Russia are expected in the pharmaceutical, agriculture, food products, and consumer goods sectors. India is also working on increasing cooperation in the fertilizer sector.
Russia supplies India with 3-4 million tons of fertilizers annually. Both sides may finalize several agreements related to trade, education, agriculture, and culture. Discussions may also include the Free Trade Agreement (FTA) with the Eurasian Economic Union, proposed by India. India’s annual imports from Russia are approximately $65 billion, while Russia imports only $5 billion from India. This trade imbalance remains a matter of concern for India.
Key Talks Between Defense Ministers Before the Summit
Before the summit, the defense ministers of both countries will hold comprehensive talks on Thursday. Defense Minister Rajnath Singh and Russian Defense Minister Andrei Belousov will discuss the S-400 missile system, the upgrade of Sukhoi-30 fighter jets, and the procurement of other military equipment. The main focus of both sides will be on further strengthening defense relations and ensuring the timely supply of military equipment from Russia.
Sources say that India is considering purchasing additional units of the S-400 missile system from Russia, as the system proved highly effective during Operation Sindoor. In October 2018, India signed a $5 billion contract to purchase five units of the S-400, although the US had warned of imposing sanctions under the CAATSA law on this deal.
Putin’s First Visit to India Since 2021
Annual summit meetings are held between India and Russia. So far, 22 annual summit meetings have taken place between the two countries. Putin last visited India in 2021. Last year in July, Prime Minister Modi went to Moscow to attend the annual summit.
