Chief Minister Mohan Yadav chaired a review meeting of the Public Health and Medical Education Department, instructing officials to connect as many hospitals and doctors as possible to the Ayushman Yojana scheme. New medical colleges will be established in Panna, Betul, Katni, and Dhar.

Bhopal: Chief Minister Dr. Mohan Yadav said that the government’s intention is to bring about a radical transformation in healthcare services in the state. The government is implementing multi-faceted reforms for the modernization of healthcare services and the comprehensive expansion of medical education. He said that more and more citizens in the state should benefit from the Ayushman Yojana. Hospitals or doctors who do not provide treatment under the Ayushman Yojana or are not empanelled under this scheme should also be included in this scheme. The Chief Minister said that the department should expedite the recruitment process to address the shortage of doctors. Efforts should be made to utilize the services of private doctors for the operation of primary health centers and community health centers in the field. For this, in addition to calling them on demand, they should also be given a good honorarium (incentive). He said that medical students whose fees are being paid by the government, and who are bound by a service bond, should be retained to serve in Madhya Pradesh only. These doctors should also be given attractive remuneration to serve in the tribal and remote areas of the state.

Need for a larger number of doctors – Mohan Yadav
Chief Minister Mohan Yadav said that with the rapid establishment of new medical colleges in the state, a larger number of doctors will be required. Bonded doctors should be promoted, their remuneration revised, and their services utilized in all new medical colleges and field hospitals. Chief Minister Dr. Yadav was reviewing the schemes, programs, and ongoing activities of the Public Health and Medical Education Department, including the Food and Drug Administration Department, at the Ministry on Wednesday. Deputy Chief Minister of Public Health and Medical Education Rajendra Shukla, Minister of State Narendra Shivaji Patel, Chief Secretary Anurag Jain, and Additional Chief Secretary (Chief Minister) Neeraj Mandloi were also present in the meeting.

Bonded doctors will be recruited as government doctors
Chief Minister Dr. Yadav said that to ensure that the benefits of all health schemes reach eligible beneficiaries on time and effectively, the delivery system should be implemented with greater strength and transparency. Emphasizing the role of field staff, the Chief Minister said that the quality of healthcare services can be improved only through sensitivity, promptness, and accountability at the field level. He stated that coordination and planned implementation of departmental services are the real means of achieving the government’s objectives. The meeting was informed that the recruitment rules for doctors under bond are being amended to recruit them as government doctors. A proposal for this will soon be brought before the Cabinet meeting.

Strict control should be exercised over Cesarean sections – Mohan Yadav
Chief Minister Dr. Yadav congratulated the department for the rapid establishment of new medical colleges in the state. He said that complaints are frequently received about unnecessary Cesarean sections being performed on pregnant mothers in private hospitals, and this should be strictly controlled. He also mentioned that complaints are received about 108 ambulance drivers forcibly taking patients to private hospitals; this should be strictly monitored, and such practices should be stopped. It was informed that more than 84,000 cardiac surgeries have been performed in government hospitals in the last two years. Cardiac surgery is much less expensive in government hospitals compared to private hospitals. Chief Minister Dr. Yadav appreciated the departmental arrangements in this regard. It was informed that 38 deceased individuals who donated their bodies have been given a Guard of Honor in the state. The Chief Minister said that this is a very good scheme and should be promoted very prominently throughout society.

One district to become a Medical Tourism Hub
In the meeting, Deputy Chief Minister of Public Health and Medical Education, Rajendra Shukla, informed that the successful implementation of the CM-Care scheme has been included in the action plan by the Medical Education Department for the next three years. He informed that the target is to start the government medical colleges under construction in Rajgarh, Mandla, Chhatarpur, Ujjain, Damoh, and Budhni by the end of 2028. In addition, the construction of all medical colleges to be built on PPP mode is also targeted to be completed during the same period.

He informed that the department has set a target to develop one district in the state as a medical tourism hub. The establishment of Cath Labs in all divisional headquarters of the state will also be completed by 2028. The target is to reduce the maternal mortality rate to 100 per lakh live births by the year 2028. He informed that a work plan of ₹41.07 crore for the year 2025-26 has been approved by FSSAI for strengthening food administration. Similarly, a 5-year work plan costing ₹211 crore has been prepared and sent to CDSCO for strengthening drug administration. All the capital works mentioned in this plan will be completed within a timeframe of 3 years.

Departmental Achievements of the Past Two Years
In the meeting, Principal Secretary of Public Health and Medical Education, Mr. Sandeep Yadav, provided information on the achievements of the department over the past two years. He stated that in Madhya Pradesh, private investors are being encouraged to build hospitals by providing land at a nominal cost of one rupee. With the cooperation of private investors, medical colleges are being established in Katni, Dhar, Panna, and Betul districts on a PPP (Public-Private Partnership) mode. In addition, the tender process is underway for the establishment of new medical colleges in 9 districts: Ashok Nagar, Morena, Sidhi, Guna, Balaghat, Bhind, Tikamgarh, Khargone, and Shajapur, also on a PPP mode. The second tender for these has been invited until December 24, 2025. He further informed that:

  • The foundation stone laying ceremony for the construction of 4 new medical colleges in Panna, Betul, Katni, and Dhar under the PPP mode will be held soon.
  • Union Minister of Health and Family Welfare, JP Nadda, will perform the foundation stone laying ceremony for the construction of these medical colleges.
  • In the financial year 2003-04, there were only 5 medical colleges in Madhya Pradesh; by the year 2025-26, the number of medical colleges in the state has increased to 52.
  • A new hospital affiliated with the Satna Medical College is being constructed at a cost of Rs. 383 crore. Its foundation stone laying ceremony will be held soon.
  • 14 new nursing colleges will open in the state.
  • Cardiac Cath Labs have been started in Bhopal and Rewa, and preparations are underway to open Cath Labs in Gwalior and Jabalpur soon.
  • 2500 doctors under bond will be available soon.
  • They will be prepared to provide services within the state.
  • Madhya Pradesh is a leader in the country in providing land at a cost of one rupee to investors for opening hospitals.
  • Madhya Pradesh is the first state in the country to undertake such an innovation.
  • For radiotherapy facilities, modern dual-energy linear accelerator machines are being purchased at a cost of Rs. 50 crore per machine for the medical colleges in Indore, Jabalpur, Rewa, and Gwalior. CT scan machines (Rs. 9 crore per medical college) and MRI machines (Rs. 14 crore per medical college) are being installed in Bhopal, Indore, Jabalpur, Rewa, and Sagar medical colleges. Similar machines will also be purchased for Gwalior, Ratlam, and Vidisha medical colleges.
  • Rs. 7 crore each is being given to all these medical colleges for the purchase of brachytherapy machines to expand radiotherapy facilities in Bhopal, Indore, Rewa, and Sagar medical colleges.

Number of Government Medical Colleges Increased from 14 to 19
The Principal Secretary informed that the number of government medical colleges has increased from 14 to 19 and the number of private medical colleges has increased from 12 to 14. In addition, the Central Government has also started an ESIC medical college (50 seats) in Indore. Rs. 773.07 crore has been sanctioned for various construction works in the Maharaja Yashwant Rao Hospital complex affiliated with Mahatma Gandhi Memorial Medical College, Indore, and Rs. 321.94 crore has also been sanctioned for various construction works in Rewa Medical College. It was informed that approval has been given for the construction of new district hospitals in the three new districts of Maihar, Mauganj, and Pandhurna. The district hospitals of Tikamgarh, Neemuch, Singrauli, Shivpuri, and Dindori have been upgraded, increasing the total number of beds by 800, and approval has also been given for the recruitment of 810 new posts.

Maternal Mortality Rate Reduced from 173 to 142
The Principal Secretary informed that 109 people have been airlifted so far under the PM Shri Air Ambulance service, which started in May 2024. Through the dead body transportation service, which started in July 2025, 6308 bodies have been transported so far. Jan Aushadhi Kendras have been established in all district hospitals of the state. The GS-1 system is being implemented in government drug distribution. It was reported that compared to the SRS 2018-20 data, the maternal mortality rate in Madhya Pradesh has decreased from 173 to 142, and the infant mortality rate has decreased from 41 to 37.

Madhya Pradesh Ranks Among Top 5 in TB Elimination Program
The Principal Secretary stated that Madhya Pradesh is among the top five performing states in the National TB Elimination Program. Madhya Pradesh has also performed exceptionally well in sickle cell screening, conducting a total of 12,538,125 sickle cell screenings to date. He informed that integrated treatment centers have been established at the district level, a Center of Competence in Bhopal and Indore, and a Center of Excellence for pre-natal testing at the Rewa Medical College. He further added that 12,655 Ayushman Arogya Mandirs, 448 Chief Minister Sanjeevani Clinics, 72 mobile medical units, and 148 ambulance services are operational in the state.
