Following a fire caused by a cylinder blast at a nightclub in Arpora village, Goa, which killed 25 people, Chief Minister Pramod Sawant announced the arrest of four people and the formation of an inquiry committee.

The government has taken action in the case of a fire at a nightclub in Arpora village, Goa, caused by a cylinder blast, which claimed the lives of at least 25 people. Goa Chief Minister Pramod Sawant said that four people have been arrested in connection with the incident and an inquiry committee has been constituted. He said that initial investigations revealed that “electric firecrackers” were set off inside, which caused the fire, and the club owners, Saurabh Luthra and Gaurav Luthra, will be arrested soon.

Speaking at a press conference held on Sunday evening, Goa CM Pramod Sawant said, “Four people have been arrested so far. We have already sealed the other club on Romeo Lane. The government does not promote any illegal nightclub.”

Goa DGP Alok Kumar said, “Those arrested include Chief General Manager Rajiv Modak, General Manager Vivek Singh, Bar Manager Rajveer Singhania, and Gate Manager Priyanshu Thakur… An FIR has been registered against the owners, Saurabh Luthra and Gaurav Luthra.”

Announcement of Inquiry Committee
The CM announced that a committee will be formed under the chairmanship of the Revenue Secretary to audit all such clubs, business establishments, etc., that are operating without valid permissions and where large gatherings of people are likely. This committee has formulated an SOP for all such places to ensure that such incidents do not recur in the future.

He said that the SDMA has issued advisories to all clubs, restaurants, and other commercial establishments where large crowds are expected, to operate with valid permissions and necessary safety regulations. Sawant held several meetings with senior officials of the state administration and the Home Department to review the situation after the tragic fire. He said the government has also constituted a committee comprising the South Goa Collector, the Deputy Director of Fire and Emergency Services, and the Director of the Forensic Laboratory to investigate the incident. The committee will submit its report within a week. The CM said the government has taken steps to prevent such incidents from recurring.

Compensation of Rs 5 lakh for the families of the deceased
He said an advisory will be issued to all nightclubs and other establishments in the hospitality sector, urging them to implement robust safety measures. Sawant said that government officials who allowed the club to operate—even though it violated several regulations—will be suspended within the day.

The Chief Minister said that state officials will also conduct audits of clubs operating without permission and other places where large gatherings are likely. He said that the next of kin of each deceased person will be given Rs 5 lakh and the injured will receive Rs 50,000 from the State Disaster Management Authority fund. He added that arrangements will be made to transport the bodies of the deceased to their homes.

Sawant said the incident occurred at 11:45 pm on Saturday night, and teams from the Fire and Emergency Services and the police immediately reached the spot. The CM said that initially, firefighters found only two bodies on the floor, but later 23 more bodies were found in the kitchen, and these people had died due to suffocation.
