Amidst massive uproar, Parliament on Thursday passed the Developed India Guarantee for Employment and Livelihood Mission (Rural) (VB-G RAM G) Bill, which will replace the 20-year-old MGNREGA scheme. This bill will guarantee 125 days of rural employment every year. Amidst strong protests from the opposition, Union Minister Shivraj Singh Chouhan asserted that the bill was necessary to address the shortcomings of the old scheme.
Opposition MPs create uproar
The VB-G RAM G Bill, after being passed in the Lok Sabha on Thursday, was passed in the Rajya Sabha late at night. During this time, the opposition strongly protested, accusing the government of removing Mahatma Gandhi’s name from the existing rural employment guarantee scheme, MGNREGA, and of imposing a financial burden on the states.
Opposition MPs walk out of Rajya Sabha
Several members of the opposition walked out of the Rajya Sabha during the bill’s passage, demanding its withdrawal and raising slogans against the government. They also tore up pages of the bill, prompting Chairman C.P. Radhakrishnan to warn them against approaching the treasury benches.
Opposition MPs stage sit-in outside Parliament
Later, opposition parties staged a 12-hour overnight sit-in protest outside the Parliament building against the bill. The opposition has also demanded that the bill be sent to a parliamentary panel for further scrutiny.
Shivraj Chouhan levels these allegations against the opposition
Responding to the five-hour discussion on the bill in the Rajya Sabha, Rural Development Minister Shivraj Chouhan accused the Congress of undermining Mahatma Gandhi’s ideals on several occasions and using his name for their political gain.

Introducing the bill for passage, Minister Shivraj Singh Chouhan said, “This bill is very important because it will provide employment opportunities, help in the development of rural India, and help take the country forward.” Minister Chouhan said that MGNREGA was riddled with corruption during the UPA regime and the expected amount was not spent on the procurement of materials for the stipulated works.

He said that Prime Minister Narendra Modi has a dream of making the country a developed nation, for which the development of villages is very important. While opposition members were protesting, he said, “I have patiently listened to the opposition for all these hours, and I hope the opposition will also listen to my response to the discussion. Speaking your mind, making accusations, and then running away is like murdering the dreams and ideals of Mahatma Gandhi.”
