New Delhi: Amidst dense fog and deteriorating air quality levels (AQI) in the national capital, the Delhi government has launched a campaign against pollution. Environment Minister Manjinder Singh Sirsa stated that on the very first day of the ‘No PUC, No Fuel’ campaign, challans were issued to more than 3,700 vehicles for violating the rules in Delhi. Around 570 vehicles that were not complying with the regulations were turned back from Delhi’s borders.
According to the data, a record 61,000+ Pollution Under Control Certificates (PUCCs) were issued in the last 24 hours under this campaign. On the first day itself, approximately 5,000 vehicles were checked in the border areas. To prevent unnecessary entry into Delhi, 217 trucks were diverted towards the Eastern and Western Peripheral Expressways. As part of dust and waste control measures, 2,300 kilometers of roads were cleaned using mechanical road sweeping machines. Anti-smog guns were used on 5,524 kilometers of roads, and 132 illegal waste dumping sites were shut down.

To reduce pollution, the government is working not only on roads but also on dust control:
2,300 km of roads were cleaned with mechanical sweeping machines.
Water was sprayed on 5,524 km of roads using anti-smog guns.
132 illegal dumping points (waste disposal sites) were closed.
Environment Minister’s Surprise Inspection
On Thursday, Environment Minister Manjinder Singh Sirsa conducted a surprise inspection of several petrol pumps, including those at the Delhi-Gurugram border and Janpath. He interacted with the petrol pump staff and instructed them to be polite to the public but to strictly enforce the rules. Sirsa said, “These rules are for your health and the health of your children.”

Heavy fines and strict enforcement during GRAP
Action against pollution in Delhi has tripled this year:
2025 figures: A total of 8.22 lakh challans have been issued till December 15 (compared to only 2.32 lakh in 2023).
GRAP period: 1.56 lakh challans were issued during the last two months (October 14 – December 15), each carrying a fine of ₹10,000.
Action against debris: Vehicles carrying construction material and debris without proper covering are being fined ₹20,000; 545 such challans have been issued so far.
50% Work From Home mandatory
Minister Sirsa expressed displeasure, stating that despite GRAP-4 guidelines, many private offices are not allowing 50% of their staff to work from home. He issued a clear warning that strict legal action will be taken against these institutions if the rules are not followed.
