During the Special Intensive Revision (SIR) campaign of the voter list in Bihar, the Electoral Registration Officers (EROs) have found discrepancies in the documents of about 3 lakh voters. In these cases, the concerned people have been sent notices and asked to appear within seven days. According to the information of the officials, this number may increase further as the process of checking the documents in the assembly constituencies is still going on.
A total of 7.24 crore voters’ names have been included in the draft voter list released by the Election Commission on August 1. All these voters will have to submit any one of the 11 documents prescribed by the Election Commission by September 1 to prove their eligibility. The Election Commission said in an official statement on Sunday that so far 98.2% of the voters have submitted the required documents. According to sources, from this week EROs are sending notices to those voters who have either not submitted any documents, shown wrong documents, or whose citizenship and eligibility are doubtful.
Notice issued to voters
No specific rule or legal provision has been mentioned in the notice issued by the ERO. This is presented only as a general information, the purpose of which is related to the verification of entries in the draft roll. The notice states that the name of the concerned voter was included in the format voter list on the basis of the enumeration form and declaration. The notice states that during the verification of the documents submitted by you, it was found that there is some discrepancy in them. This discrepancy raises doubts whether you are eligible to be registered as a voter in this assembly constituency.
Process of citizenship and eligibility check
The concerned voters have been instructed to appear before the ERO with the original copy of their documents at the scheduled time. According to sources, a notice of seven days is being given to each voter. An official clarified that the name of any voter will not be removed without hearing and proper order by the ERO. He said that information related to doubtful citizenship was collected by booth level officers and ED.
Under a special order issued by the Election Commission on June 24, all 7.89 crore registered voters in Bihar were required to fill the enumeration form by July 25 to be included in the draft voter list. According to the commission, a total of 7.24 crore people submitted the forms by the deadline. About 65 lakh names were removed from the draft list. The names removed include those who were either found dead, had migrated out of the state, were enrolled at more than one place. The Election Commission asked all voters registered after 2003 to provide proof of their date of birth and/or place of birth. Also, documents of their parents were sought from people born after July 1, 1987, so that their citizenship could be confirmed.
