But there are no less political challenges in the way of this ambitious scheme. The government is going to introduce the 129th Constitutional Amendment Bill in the next session of Parliament. To get it passed, a two-third majority is required in both the houses, which the BJP and NDA do not have at present. This is the reason why the bill has been sent to the Joint Parliamentary Committee i.e. JPC.
The opposition says that this proposal is against the spirit of the Constitution and the federal structure. The Punjab government has clearly called it an attack on the autonomy of the states.
