Today marks the completion of three years of Gujarat Chief Minister Bhupendra Patel’s tenure. After being sworn in as the 18th Chief Minister of Gujarat with a historic public support of 156 seats, Bhupendra Patel, under the guidance of Prime Minister Narendra Modi, has continuously steered Gujarat’s development journey forward, setting new standards of good governance, service, and dedication.
The various people-centric policies announced during these three years have positioned the state as a leader in various sectors. Under Bhupendra Patel’s leadership, Gujarat successfully hosted international events such as the G-20 meetings and the 10th Vibrant Gujarat Global Summit.
Regional Potentials Highlighted Globally
To build on the success of the Vibrant Gujarat Summit and showcase the state’s regional capabilities globally, the Gujarat government, under the Chief Minister’s guidance, has for the first time organized Vibrant Gujarat Regional Conferences (VGRCs) across four regions of the state (North Gujarat, South Gujarat, Central Gujarat, and Kutch-Saurashtra). These conferences will connect local aspirations with the broader vision of a developed India@2047 and a developed Gujarat@2047.
Demonstrating Sensitive, Quick, and Effective Leadership
Chief Minister Bhupendra Patel demonstrated sensitive, quick, and effective leadership in the face of the critical situation of the Air India plane crash that occurred this year (2025). By immediately activating all state agencies, conducting rescue operations, treatment, assistance, and smooth coordination, Gujarat has set a unique example of crisis management under his leadership.
Under the Chief Minister’s leadership, the year 2025 has been declared the Urban Development Year, a major step towards making the state’s cities world-class, modern, green, technology-driven, and convenient. During these three years, Gujarat has also achieved recognition on the global stage in the field of sports. The modern sports infrastructure developed in Gujarat, the continuously evolving facilities for the state’s athletes, the support of the state government, and the athlete-friendly sports policy, etc., have earned Gujarat the honor of hosting the Commonwealth Games 2030.
Gujarat Today: A Semiconductor Hub
Under the leadership of Bhupendra Patel, Gujarat has achieved new heights in areas such as semiconductors, renewable energy, industry, agriculture, education, health, and digital governance. Gujarat is rapidly progressing towards becoming a semiconductor hub and a renewable energy hub. Gujarat is moving forward to realize the Prime Minister’s vision of a developed India @ 2047. This three-year development journey has given Gujarat new hope and new possibilities and strengthened the state’s global standing.
3 Years of Agricultural Welfare
- Under the Kisan Suryodaya Yojana, 16,899 villages in the state (with 19.48 lakh consumers) are receiving electricity on a regular basis during the day.
- An agricultural relief package of ₹947 crore was announced for farmers affected by the severe crop damage caused by heavy rains in August and September 2025.
- Chief Minister Bhupendra Patel announced an agricultural relief package of ₹10,000 crore to compensate farmers for the severe crop losses caused by unseasonal rains in the state between October 23 and November 4, 2025. This will benefit approximately 3.3 million farmers.
- In response to the crop losses caused by unseasonal rains, the Gujarat government announced the purchase of agricultural produce worth ₹15,000 crore at the support price, benefiting more than 1 million farmers in the state.
- Under the zero-percent interest rate crop loan scheme, interest subsidy of more than ₹3,030.34 crore was provided to more than 3.3 million farmers in the last three years.
3 Years of Women Empowerment
- The number of Lakhpati Didis in Gujarat has reached 596,000; Gujarat will empower 1 million women with self-reliance.
- Nari Gaurav Policy-2024 announced for women’s empowerment.
- In 2023, the gender budget exceeded ₹1 lakh crore for the first time, with over 200 women-specific schemes.
- A total of 804 women’s empowerment schemes were included in the 2024-25 gender budget.
- The Chief Minister’s Matrushakti Yojana will benefit an average of over 400,000 pregnant women and lactating mothers annually.
- The G-SAFAL (Gujarat Scheme for Antyodaya Families for Augmenting Livelihoods) scheme was launched in March 2025 to provide financial assistance to women in self-help groups from Antyodaya families.
3 Years of Health Welfare
- The assistance provided to Gujarat citizens under the Pradhan Mantri Jan Arogya Yojana-Mukhyamantri Amrutam (PMJAY-MA) has been increased from ₹5 lakh to ₹10 lakh.
- Gujarat is the only state in the country to provide digital health cards to school students, with 1.15 crore cards issued to date.
- Maternal mortality rate in Gujarat has decreased significantly by 50 percent and child mortality rate by 57.41 percent.
- Under the Namo Shri Yojana, 3.88 lakh mothers received financial assistance of ₹238.77 crore in one year.
Gujarat ranks first in the country by performing 465 kidney transplants. - The Healthy Gujarat, Obesity-Free Gujarat campaign was launched on World Obesity Day.
- Gujarat is the first state in the country to launch the Tribal Genome Sequencing Project for the health of the state’s tribal population.
Three Years of Holistic Development Through Education
- Under the Mission Schools of Excellence, 13,353 new classrooms, 21,000 new computer labs, 109,000 new smart classrooms, and 5,000 new state labs have been completed.
- The 23rd edition of the Kanya Kelavani (Education) Festival and the Shala Praveshotsav were successfully organized in 2025.
- The Education Department implemented an Artificial Intelligence (AI)-based Early Warning System (EWS) to identify potential dropouts and prevent them from leaving school.
- More than 4.2 million children are benefiting from the Chief Minister’s Nutritious Snacks Diet Scheme.
- Under the Namo Laxmi Yojana, financial assistance of over ₹1,000 crore has been paid to over 1 million girl students in the state so far.
- Under the Namo Saraswati Vigyan Sadhana Yojana, assistance of over ₹161 crore has been disbursed to over 1.50 lakh students in the state so far.
3 Years of Tribal Welfare
- An increase of ₹746 crore in the budget for the financial year 2025-26 for the all-round development of tribals.
- Launch of the Tribal Welfare Scheme to commemorate the Tribal Pride Day celebrations on November 15, 2025.
- 3 Years of Youth Development
Sports infrastructure in the state is being promoted, with 24 district sports complexes operational in 22 districts. - More than 7.1 million people registered for the Khel Mahakumbh 3.0 event in 2024.
- National and international sports events such as the Commonwealth Weightlifting Championship, National Police Games, and National Games 2022 have been held in the state.
- Gujarat selected to host the Commonwealth Games 2030.
- Veer Savarkar Sports Complex in Ahmedabad dedicated to the nation at a cost of ₹825 crore.
- Under Gujarat Student Startup and Innovation Policy (SSIP) 2.0, 600 startups were supported for incubation at i-Hub, Ahmedabad and 402 startups were provided assistance under Startup Creation Fund support with an estimated funding of over Rs 23 crore.
3 Years of Good Governance
- First state in the country to prepare a roadmap for Developed Gujarat@2047 with the mantra of Earning Well, Living Well.
- Establishment of the Gujarat State Institution for Transformation (GRIT) modeled after the Central Government’s NITI Aayog.
- Constitution of the Gujarat Administrative Reforms Commission (GARC) to enhance the efficiency and effectiveness of governance in Gujarat.
- Launch of the 112 Jan Rakshak Project: Now, dialing only 112 will be required for services such as police (100), ambulance (108), fire (101), women’s helpline (181), child helpline (1098), and disaster helpline (1070/1077).
- Revolutionary decisions in the revenue sector: Lands with new, indivisible, or restricted conditions for agricultural purposes will be considered as old conditions.
- Changes in the allocation of powers for approving premium collection based on land valuation in the case of bonafide purchasers for the purpose of land conversion from agricultural to non-agricultural purposes.
- Premium approval for land valuations of ₹5 crore will be granted at the collector level; 10% of the Jantri value will be recovered upon land purpose change.
3 Years of Urban Development
- The year 2025 was declared as the Urban Development Year 2025.
- The Prime Minister will inaugurate Ahmedabad Metro Phase 2, from Motera to Gandhinagar Sector 1, and from Gujarat National Law University to GIFT City, in September 2024.
- Under the Smart City Mission, 348 projects worth over ₹11,000 crore were completed in six smart cities across the state.
- Nine municipalities in the state were granted municipal corporation status, bringing the total number of municipal corporations in Gujarat to 17.
- A total of 226 TP schemes were approved in the last three years.
- Ahmedabad city was declared the number one clean city in India under the Swachh Survekshan 2024-25.
Surat ranked first in the country in the Clean Air Survey 2024; Surat city was among the top three cities in the Clean Air Survey 2025.
3 Years of Progressive Gujarat
- Gujarat has ranked first in the country for the last four years in the Government of India’s Startup Ranking.
Dhordo has been included in the list of the world’s best tourism villages by the UN agency World Tourism Organization (UNWTO). - UNESCO declared Garba in Gujarat as an intangible cultural heritage.
The Smritivan Earthquake Memorial Museum in Kutch has been listed among the 7 most beautiful museums in the world. - Gujarat’s Tableau ranked first in the People’s Choice Award for the third consecutive year at the Republic Day National Parade.
- The Gujarat State Yoga Board has registered 3 Guinness World Records.
3 Years of Peace and Security
- The Gujarat Special Courts Act 2024 was implemented to confiscate assets acquired through corrupt and criminal activities.
- The Gujarat Eradication Bill was unanimously passed to prevent human sacrifice and other inhuman, evil, and Aghori practices, as well as black magic.
- Strict laws were enacted to control irregularities in public recruitment and board examinations.
In the last three years, Gujarat Police seized 65,789.74 kg of drugs worth ₹5,426.25 crore. - Under Project Vishwas, over 7,000 CCTV cameras have been installed across Gujarat, helping solve over 14,000 cases in the last three years.
- The Gujarat Police launched two crime prevention portals: 1) the i-PRAGATI portal, through which complainants remain fully informed of the progress of investigations, and 2) the Tera Tujhko Arpan portal, a cybercrime refund portal.
- The Chief Minister launched an online application to unfreeze bank accounts frozen based on financial cybercrime complaints.
- A decision was made to establish a total of six new Anti-Narcotics Task Force (ANTF) units across the state, zone-wise, to control the sale, trafficking, and production of drugs.
- To strengthen the security system of the state by reducing the response time, Gujarat Police has launched Project GP-Drasti (Gujarat Police Drone Response and Aerial Surveillance Technical Interventions).
