Delhi: ‘Fee Regulation Bill 2025’ passed in the Assembly to control the fees of private schools, 41 votes were cast in favor of the bill and 17 against it, all 8 amendments of AAP rejected

New Delhi: The BJP government of Delhi on Friday passed an important bill, which aims to curb the fee hike of private schools. The name of this bill is Delhi School Education Transparency in Fixation and Regulation of Fee Bill 2025. This bill is the first law after the BJP came to power in the Delhi Assembly, which was passed after the assembly elections held in February.

41 votes in favor and 17 against
This bill was debated in the House for about 4 hours, in which a fierce battle was seen between the BJP and the opposition party Aam Aadmi Party (AAP). 41 BJP MLAs voted in favor of the bill, while 17 AAP MLAs opposed it. There are a total of 70 seats in the Delhi Assembly, out of which BJP has 48 and AAP has 22 MLAs. At the time of voting, 7 BJP and 5 AAP MLAs were not present in the House.

What is special in the Education Bill?

Supporting the bill, Chief Minister Rekha Gupta said that this bill fulfills the long-standing demand of the parents of Delhi. She said, ‘This bill will give relief to the parents from the arbitrary fee hike of the schools. Now parents will get freedom from the worry of fee hike.’ Education Minister Ashish Sood, while introducing the bill, said that it will keep an eye on the fee hike of all private unaided schools. He said, ‘Our bill brings strict rules for audit and gives veto power to the parents in case of fee hike. If the parents do not agree, the fees will not increase.’

AAP’s opposition and amendment rejected

Opposition leader Atishi opposed the bill, saying that it is not in the interest of the parents. She demanded that the fees of the schools should remain at the level of 2024-25 and any increase should be withdrawn. Atishi also said that there is no provision for audit of the expenses of the schools in the bill and it also takes away the right of the parents to complain in the court. AAP MLA Sanjeev Jha demanded that the bill be sent to the Select Committee for further discussion. However, all 8 amendment proposals of AAP were rejected in the voting.

Amanatullah thrown out of the House

During the debate, AAP MLA Amanatullah Khan was thrown out of the House by Speaker Vijender Gupta as he repeatedly interrupted BJP MLA Arvinder Singh Lovely. BJP MLAs also accused Khan of threatening in the House. Education Minister Ashish Sood targeted AAP and said that the bill brought by his government in 2015 did not have all the things that AAP is now demanding. He claimed that the AAP government had allowed private schools to increase fees even during the Kovid-19 pandemic.

What will happen next on the bill?

Now this bill will go to Delhi Lieutenant Governor VK Saxena for approval. If it becomes a law, strict rules will be implemented on fee hike in private schools of Delhi and parents will get more rights. This bill has brought a big hope of relief for lakhs of parents of Delhi, but the opposition says that it still needs further improvements.
