For employment of Indian citizens, their safe movement, security and welfare, new ‘Emigration’, Government will introduce bill in Parliament

A large number of Indian citizens live abroad. For whom the central government is going to take a big step. The government will introduce a new Emigration Bill in the Parliament with the aim of establishing a regulatory mechanism for the employment of Indian citizens, their safe movement, security and welfare.

At present, discussions are going on with the Ministry of Home Affairs, Ministry of Finance, Ministry of Law and Justice etc. regarding this bill.

This information has been given in the action taken report by the government on the 26th report of the Parliamentary Committee related to the Ministry of External Affairs headed by Congress MP Shashi Tharoor on the subject of India and Gulf Cooperation Council (GCC) – Dimensions of Cooperation. According to the report, the Ministry of External Affairs told the committee that inter-ministerial consultations are currently going on with the Ministry of Home Affairs (MHA), Ministry of Finance (MoF), Department of Commerce (DOC), Ministry of Labor and Employment (MoLE), Ministry of Skill Development and Entrepreneurship (MSDE) and Ministry of Law and Justice (MoLJ) on the new draft Emigration Bill.

The bill will be introduced in both the houses

According to the report presented in Parliament on December 3, 2024, the ministry told the committee that on completion of inter-ministerial consultations, public consultations and consultations with state governments will be held before obtaining the approval of the Minister of External Affairs on the Cabinet Note. After the approval of the Cabinet note, after fulfilling the procedural requirements, it will be moved forward for introduction in both the houses of Parliament.

Changes in Emigration Act

According to the report, the committee noted that work on a new draft Emigration Bill to replace the Emigration Act of 1983 has been going on for a long time. The report said that the proposed bill envisages establishing a safe and orderly movement regulatory mechanism governing employment abroad for the safety and welfare of Indian citizens.

At the same time, emphasizing the importance of energy cooperation, the Ministry of External Affairs said that the Government of India is actively encouraging the countries of the Gulf Cooperation Council (GCC) to become members of the International Solar Alliance (ISA). The ministry told the committee that due to the concrete efforts of our mission, Kuwait and Qatar have expressed their interest in this context and are in further talks to join the ISA. The committee believes that the entry of Kuwait and Qatar under the ISA will increase energy cooperation between India and the GCC and will also increase India’s energy security.
