Of course, this crisis of Congress has been averted by the expulsion of BJP MLAs, but the strategy behind this is believed to be that of senior Karnataka Congress leader DK Shivakumar. The rejection of Vikramaditya Singh’s resignation and his softening of attitude are also a part of this effort. Even before this, on many occasions he had rescued Congress from trouble.

The first name that came to the mind of Congress, which was in political crisis in Himachal Pradesh, was that of DK Shivkumar. As soon as party candidate Abhishek Manu Singhvi was defeated due to cross voting in Himachal, Congress had decided that the next crisis was on the government, BJP was also in full preparation and had announced to bring a no-confidence motion against the government. In such a situation, Congress put DK Shivkumar on the front, former Haryana CM Bhupinder Singh Hooda was also made an observer and state in-charge Rajiv Shukla also reached Himachal. The observers had the responsibility of removing the resentment of the Congress MLAs, but for that, time was required, which was now available with the expulsion of the BJP MLAs.

Vikramaditya’s resignation and then return
The situation of Himachal Congress worsened on Wednesday when Vikramaditya Singh announced his resignation from the cabinet. After arguing throughout the day, his attitude seemed to soften in the evening. When CM Sukhu rejected his resignation and called him his younger brother, Vikramaditya Singh also said that he would not create pressure. He also announced that Sukhu government is safe in Himachal. This step of Vikramaditya Singh is being considered a part of damage control by Congress. To control this damage, Congress had appointed DK Shivkumar, Hooda and Rajiv Shukla. It is also being said that an MLA who had cross-voted a day earlier has also apologized to Sukhu.

DK Shivkumar is expert in taking Congress out of the whirlpool.
DK Shivkumar has proved successful every time in taking the Congress party out of difficulties. In 2018, when the party did not get majority in the Karnataka Assembly elections and BJP needed MLAs to form the government, Shivakumar did not allow even a single Congress MLA to defect. Apart from this, in 2017, when there was a tussle over a Rajya Sabha seat between Congress and BJP in the Rajya Sabha elections, the party had given the responsibility of siege of MLAs to DK Shivkumar. In that election also, Shivkumar had maintained the confidence of the party and late Congress leader Ahmed Patel had won that election. Seeing his record, Congress had sent him as an observer to Himachal.

Ganga flowed upside down in Karnataka
DK Shivakumar’s strategy can be gauged from the fact that when Congress MLAs across the country voted for BJP by cross-voting, the situation was opposite in Karnataka. There BJP MLA ST Somashekhar voted for the Congress candidate. Somashekhar is MLA from Yeshwanthpur in Bengaluru. This was confirmed by BJP sources.

Have played in the south also
In the recently held assembly elections, when Congress lost in states like Rajasthan and Chhattisgarh, Telangana became a big hope for the party. Earlier, the magic of Congress had worked in Karnataka also. In both these states, it was DK Shivkumar who defeated the Congress. Through his political management, he gave the mantra to the workers which turned into victory. It is even said that to win in Telangana, the entire team of Congress leaders from Karnataka was fielded at the behest of Shiv Kumar. DK Shivkumar himself took charge in Hyderabad.

Challenged Deve Gowda in the very first election
DK Shivkumar is counted among the big leaders of Congress, he is also known as the trouble-shooter of Congress. Be it Karnataka, Telangana, Gujarat or now Himachal Pradesh, DK Shivkumar never disappointed the party. He is also considered a close leader of Sonia Gandhi and Rahul Gandhi. DK Shivakumar entered politics in 1985. In the first election itself, he had contested against HD Deve Gowda on Sathanur seat and lost by very less votes. In 1990, he won the elections and also became a minister and gradually the popularity of DK Shivakumar increased. He has been winning elections from Kanakapura seat of Karnataka for 8 consecutive times.

Sukhu government survived in Himachal, but Congress’s crisis was not averted.
After day-long political turmoil in Himachal Pradesh, the Congress government seems to be safe for the time being, but it is believed that the crisis of the government is not completely averted yet. Observers from the Congress side are engaged in damage control. The attitude of Vikramaditya Singh, who resigned from the cabinet after talking to the observers, appears to be somewhat soft, although his anger has not subsided completely yet. Observers are also continuously talking to other MLAs.

The political uproar that started with the defeat of Congress in the Rajya Sabha elections in Himachal Pradesh is not showing any signs of stopping. First the Congress MLA who did cross voting disappeared, after that the BJP announced to bring a no-confidence motion. There was panic in the Congress after the resignation of Vikramaditya Singh from the cabinet on Wednesday morning. However, after the expulsion of 15 BJP MLAs from the House, Congress got some time and observers started doing damage control. The demand for disqualification of the rebel MLAs is also part of the same effort by the Congress, so that if a no-confidence motion is brought, the party passes the floor test.

A proposal has been brought by the Congress to disqualify the rebel MLAs, the Parliamentary Affairs Minister has demanded cancellation of the membership of the MLAs accusing them of disobeying the party’s whip, it has been alleged that the party has rejected all the proposals in the budget session. A whip was issued to the MLAs to remain present, which was not accepted. The Speaker reserved the decision in this matter. Even if the MLAs are disqualified, the path for Congress is not going to be easy because the MLAs can go to court. From there the MLAs got relief but the trouble for Congress will increase.

At present this is the majority figure
If the order of disqualification of MLAs is canceled and voting is conducted between cameras, then the stakes may also go against Congress. In fact, currently both the parties are at the figure of 34-34 votes, out of which Congress has 33 MLAs, one He will also get the vote of the Speaker. If the votes of BJP and independents are also included, their number is also 34. Now Congress is afraid that BJP might poach other Congress MLAs, if this happens then it will be difficult to save the Congress government.

Efforts to persuade the rebels
Efforts are being made to persuade the MLAs who cross-voted in the Rajya Sabha elections, hence the decision on canceling their membership was reserved. The effort is to convince the rebels and give a message to the rest that this can also happen.

Sukhu will remain the CM
For now, Sukhu will remain the CM in Himachal. If Congress sources are to be believed, Congress will not take any decision on this until this matter is completely resolved. Congress does not want to change the CM in the state and also lose the government. According to Congress sources, Rahul Gandhi has agreed that if the CM has to be changed to save the government, then change it otherwise not. At present Congress is trying everything possible.
