In his testimony the man said the building was a crime den run by drug dealers. He also claimed that there were more bodies in the basement of the building before the fire. South African police opened a criminal case days after the fire five months ago but no one was arrested. Emergency services officials said they found that most of the building’s fire escapes had been locked or chained that night, making it even more dangerous.
