Mumbai: The Maharashtra Assembly passed by voice vote the special Public Safety Bill aimed at curbing illegal activities of Left Wing Extremist organisations with a focus on “Urban Naxals”.

Mumbai: The Maharashtra Assembly on Thursday passed the Special Public Security Bill by voice vote, which aims to curb the illegal activities of left wing extremist organisations with a focus on “urban Naxals”. Chief Minister Devendra Fadnavis, who also holds the charge of Home Department, introduced the Maharashtra Special Public Security Bill in the House. Fadnavis said that it was approved with amendments by the Joint Select Committee of both the Houses of the State Legislature. He assured that this law will not be misused.

Now the bill will be introduced in the Legislative Council

Opposition parties had objected to some aspects of the bill, including the claim of a wide interpretation of the term “urban Naxal”. The bill is yet to be introduced in the Legislative Council. Fadnavis said that the security of the state and the country is important and the need of the hour is to curb the activities of organisations working against democracy and the Constitution. He said, “There will be no misuse of power. This is a balanced law and is much more progressive than the laws implemented in Telangana, Andhra Pradesh, Odisha and Jharkhand.”

Provision for formation of ‘Advisory Board’
The Chief Minister said that no member of the Joint Select Committee expressed any disagreement against the bill. Introducing the bill, Fadnavis said that more than 12,500 suggestions received from the people were considered while preparing its final draft. The bill provides for an ‘Advisory Board’, which will be headed by a serving or retired judge of the High Court and a retired District Judge and a Government Advocate of the High Court will be its members. The crimes registered under this law will not be investigated by an officer below the rank of Deputy Superintendent of Police (DSP). This bill was introduced in the last winter session of the Assembly and sent to the Joint Select Committee.

Important points of Devendra Fadnavis
People of extreme left ideology stood up with guns against the system of the country, which is called Naxalism/Maoism. But now Maoism is moving towards its end. In such a situation, organizations with extreme ideology have created another category. Now people with Naxalite ideology are not getting active militants, so Maoists have created passive organizations. These are supposedly formed for the country but they work against India.

Telangana, Odisha, Jharkhand, Andhra Pradesh have made such laws.

Maharashtra has the highest number of extreme left ideology organizations in the country. A total of 64 organizations are active in Maharashtra. Maharashtra has become a safe haven for urban Naxalites.

They want to spread it in Mumbai, Nashik, Pune, Nagpur, Amravati, Beed, Konkan.

These organizations brainwash even educated teachers and bureaucrats.

Under this law, a single person cannot be arrested.

If he is a member of an organization, and that organization is banned, only then can someone be arrested.

If it is found that an organization is involved in such activities, then first the government will have to issue a notification. After this, the government will have to go to a three-member bench. This bench will have a High Court judge, a retired district judge and the PP of the High Court. Only when they approve the notification, action will be taken against the organization.

After this, the organization can approach the High Court within a month.

We are making a very balanced law. It will be a very progressive law compared to the other four states.

This law is only against those who are involved in anti-national activities. You will have to make a strict law against anti-nationals.

Earlier there was SIMI organization, when SIMI was banned, they made PFI.

This law will not be misused.

This law is against those who want to wage war against India.
