New Delhi: Minister of State for Home Nityanand Rai said that terrorism will be eradicated with determination and terrorists will either go to jail or hell. He said this while answering supplementary questions during Question Hour in Rajya Sabha. Nityanand Rai said that due to the strict steps taken under the policy of zero tolerance towards terrorism, terrorist activities in the country have reduced by 71 percent today.

The scope of NIA was increased after the amendment

He was asked what achievements the investigating agency has achieved after the amendment was made in the NIA Act in 2019. Rai said that in many of the cases investigated by the NIA in the past, it was seen that the accused were outside the country. He said, “NIA could not investigate such cases and take action against these people because it was outside its jurisdiction. Therefore, the scope of the agency was increased by amending the NIA Act in 2019. He said that under the amendment, the NIA was also given the right to investigate crimes related to the use of ammunition, human trafficking, cyber terrorism and under the Explosive Substances Act. This was possible by expanding the jurisdiction of the NIA. He said, “The NIA Act was strengthened by amendment.” Rai said that after the amendment in the Act, the NIA also achieved achievements. He said, “The amendment in 2019 increased its jurisdiction. It is investigating six such cases including the attack on the Indian High Commissions in Ottawa, the attack on the Consulate in San Francisco, in which terrorist incidents have taken place outside India.

The NIA is also investigating 23 bomb blasts and one case of cyber crime, including human trafficking. A total of 652 cases were registered. The minister said that in the interrogation done by the NIA after the US deported illegal immigrants, cases of human trafficking have also come to the fore. He said that the NIA is investigating by registering a case against the agents and conspirators involved in it. He informed that the NIA has registered a total of 652 cases since its inception till now (till March 12, 2025), out of which verdict has been given in 157 cases, conviction in 150 cases and charge sheets have been filed in 516 cases. Rai also informed that so far 4,232 accused have been arrested in 652 cases registered by the NIA, out of which 625 accused have been proved guilty.

In response to supplementary questions, Rai also informed that the NIA has seized or confiscated a total of 551 properties worth Rs 116.27 crore under the Unlawful Activities (Prevention) Act. These include both movable and immovable properties. He said, “The Narendra Modi government’s policy against terrorism is ‘zero tolerance’. Terrorism has decreased due to the strict actions of the government. Laws have been made stricter. Legal frameworks were strengthened. Coordination between security and intelligence agencies was increased. Multi Agency Centre was reorganized. Special forces were formed in the states. Security forces were modernized. The economic backbone of terrorism was broken. Other steps were also taken.

57 people declared terrorists

Rai said that after a thorough investigation, 57 people have been declared terrorists under the Unlawful Activities (Prevention) Act, nine organizations have been declared terrorist organizations and 23 organizations have been declared illegal organizations. Without naming anyone, he said, “Earlier terrorists were glorified and given delicious food, but today, due to the action being taken under the policy of zero tolerance against terrorism, terrorist activities in the country have reduced by 71 percent. He said that terrorism will be completely eradicated with determination and terrorists will either go to jail or hell.

In response to a supplementary question from CPI’s Sandosh Kumar P, Rai said that the NIA is doing its work diligently. He said that fabricated allegations are being made against the investigation agency by those who have some problem with the action against terrorists. He said that the 2008 Mumbai attack was investigated by ANI but many obstacles arise during such investigations because the terrorists have links with foreign countries. “That is why the investigation was hindered. The NIA Act was amended to increase its scope so that a thorough investigation of terrorist cases could be done.
