India has described the US Commission on International Religious Freedom (USCIRF) report on minorities living in India as biased and politically motivated. Foreign Ministry spokesperson Randhir Jaiswal said that USCIRF does not seem to be concerned about religious freedom, but is trying to harm India’s reputation by misrepresenting some incidents. He said that USCIRF needs to be concerned about what it is doing.
In its annual report for 2025, USCIRF accused India of ill-treating minorities. It also suspected the country’s intelligence agency Research and Analysis Wing (R&AW) of plotting to kill pro-Khalistan terrorists and recommended strict restrictions on R&AW.

Foreign Ministry spokesperson Randhir Jaiswal termed the report as biased and said that USCIRF has again misrepresented some isolated incidents. He said that this is not USCIRF’s genuine concern for religious freedom, but it is a well-thought-out agenda, under which an attempt was made to tarnish the image of India’s vibrant multicultural society.
‘There is no need to worry about USCIRF’, said Randhir Jaiswal
Randhir Jaiswal said that such efforts will not be successful in tarnishing India’s reputation as a symbol of democracy and tolerance. He said that in fact it is USCIRF, which needs to be worried about.
Randhir Jaiswal said, ‘India has a population of 140 crore people, who follow different religions. However, we do not expect USCIRF to ever accept or try to show that people of different religions, castes, communities and cultures live together in harmony in India.’
The USCIRF report has requested to classify India as a ‘country of special concern’. The report said that attacks on minorities on religious grounds have increased in the year 2024.
