The Ministry of Education (MoE) is working on drafting a bill aimed at setting up a new Higher Education Commission in India and merging the Higher Education Regulatory Body. This information was given by Union Minister of State for Education Sukant Majumdar in the Lok Sabha on Monday.
In a written reply to a question, Minister of State for Education Sukant Majumdar said that the National Education Policy 2020 seeks to create a ‘light but strict’ regulatory framework that will ensure integrity, transparency and resource efficiency of the educational system, as well as encourage innovation and unique ideas through autonomy, good governance and empowerment.
Draft of HECI Bill prepared
Sukant Majumdar further said that NEP 2020 envisages the establishment of the Higher Education Commission of India (HECI), whose independent workspace will determine regulation, recognition, funding and academic standards. In keeping with the vision of NEP 2020, the ministry is in the process of drafting the HECI Bill.
What will change?
HECI was proposed in the National Education Policy 2020, which aims to replace the three existing bodies in the Indian education structure, namely, the University Grants Commission (UGC), the All India Council for Technical Education (AICTE), and the National Council for Teacher Education (NCTE). In the education structure, the UGC manages non-technical higher education, the AICTE oversees technical education, while the NCTE is the regulatory body for teacher education.
Bill made public
In 2018, the draft Higher Education Commission of India Bill, 2018 was made public, which seeks to repeal the University Grants Commission Act, 1956. The bill was made public to receive public feedback and to consult stakeholders.
Major changes needed
The National Education Policy 2020 calls for the establishment of a single higher education regulator. This requires sweeping changes to revive the higher education sector and enable it to flourish. Earlier, Union Education Minister Dharmendra Pradhan had made fresh efforts to implement the idea of HECI.
