The Special Electoral Roll (SER) process has been completed in Uttar Pradesh. The final figures and draft list will be released on December 31st. According to sources, 2.89 crore voters in the state are in the uncollectible category. This means that the names of 2.89 crore voters have been removed from the voter list. Uttar Pradesh previously had a total of 15.44 crore voters.
Around 12 lakh fewer voters in Lucknow
After the deadline for the SER, the names of approximately 2.89 crore voters, or 18.7 percent, were not registered. In Lucknow, the state capital, the number of voters has decreased by about 12 lakh.
1.25 crore voters have permanently shifted
Of the 2.89 crore voters whose names were removed in UP, 1.25 crore are those who have permanently shifted. They themselves informed the BLO (Booth Level Officer) about this. 45.95 lakh voters have died. 23.59 lakh are duplicate voters.
Around 84 lakh voters are missing
9.57 lakh voters did not submit the forms, and approximately 84 lakh voters are missing. Lucknow had about 40 lakh voters. So far, about 70 percent, or 28 lakh voters, have filled out the SER forms. This means that the names of 12 lakh voters have been removed in Lucknow. Of these, 5.36 lakh are duplicate voters.

In Lucknow’s 9 assembly constituencies, Malihabad and Mohanlalganj saw the highest percentage of forms filled, at 83 percent each. Here’s what the important SER data in UP shows:
Bakshi Ka Talab constituency: 78 percent
Lucknow West: 70 percent
Sarojini Nagar: 69 percent
Lucknow Central: 65 percent
Lucknow East: 63 percent
Lucknow North: 62 percent and Lucknow Cantt: 61 percent SER forms were filled.
After the completion of the SER process, the draft voter list will be released on December 31st. The final voter list will be released on February 28, 2026.
