New Delhi: The Supreme Court adopted a strict stance on Tuesday during the hearing of a case concerning stray dogs. The court indicated that the relevant authorities and dog owners would be held responsible for every injury or death caused by dog bites. The court stated that state governments would have to pay substantial compensation in such cases.
Accountability would also be fixed on dog lovers and the organizations representing them. While hearing the cases related to incidents involving stray dogs, the Supreme Court clearly asked, “Are emotions only for dogs, and not for humans?”

During the hearing in the Supreme Court, Senior Advocate Arvind Datar presented his arguments before the court. Datar stated that the November 7th order is completely legal and supported by law. It may be recalled that on November 7th last year, the Supreme Court had ordered the removal of stray dogs from educational institutions, hospitals, bus stands, sports complexes, and railway stations, and directed that they be sent to designated dog shelters.
Datar emphasized that there is no need to constitute an expert committee in this matter. He pointed out that the ABC (Animal Birth Control) rules are against more than 60 central and state laws. He also raised the issue of the threat posed by stray dogs in wildlife areas.
‘Whose responsibility is it if a dog kills a child?’
During the hearing, the Supreme Court asked several pointed questions. The court asked whose responsibility it would be if a 9-year-old child is killed by stray dogs? The court said that the state would have to pay substantial compensation in cases of death and injury due to dog bites.
The Supreme Court indicated that responsibility would be fixed for every incident of dog bite. The court said that authorities are accountable for injuries or deaths caused by dog bites. The court also questioned the role of dog feeders.
