The Enforcement Directorate’s West Bengal team raided seven locations in and around Kolkata on October 28-29. These raids targeted the homes and offices of key accused in the municipal recruitment scam and those close to them. The raids included the offices of companies such as Radiant Enterprise Pvt Ltd, Garodia Securities Ltd, and Jeet Construction and Consultants, as well as the homes of their directors and promoters. Approximately ₹3 crore (approximately $30 million) in cash, numerous documents, and digital devices were recovered.
The ED’s investigation revealed that the scam proceeds were being laundered through various companies under the guise of fraudulent services. The ED previously raided 13 locations on October 10, 2025, including the office of Minister and MLA Sujit Bose, where ₹4.5 million (approximately $4.5 million) in cash. Sources indicate that the ED’s investigation has uncovered several other individuals. The ED may soon conduct raids on these individuals here as well, following further investigations.

It is reported that this investigation was initiated based on a CBI FIR, which was registered on the instructions of the Kolkata High Court. The ED also submitted its report to the High Court in this matter, revealing irregularities in municipal recruitment. Previously, during the investigation into the primary teacher recruitment scam, the ED raided Ayan Sil’s premises in 2023. Numerous important documents were recovered from there, revealing that the scam was not limited to teacher recruitment, but also involved rigging in recruitment for various positions, including laborers, sweepers, clerks, drivers, helpers, pump operators, and ambulance attendants, in various municipalities.
Fraudulently providing jobs to unqualified individuals
The investigation also revealed that the printing of papers, preparation of OMR sheets, and preparation of merit lists for various municipalities was awarded to a single company, ABS Infozon Pvt Ltd, of which Ayan Sil is the director. It is alleged that Ayan Sil and some politicians and officials colluded to tamper with OMR sheets and fraudulently provide jobs to ineligible individuals, and receive money in return. The ED has already filed a charge sheet against Ayan Sil in this case. Previously, the ED also raided the premises of several municipal officials, Minister Sujit Bose, and Minister Rathin Ghosh.
