UGC Regulations 2025: Union Education Minister Dharmendra Pradhan released the draft Minimum Qualifications for Appointment and Promotion of UGC Teachers and Academic Staff and Measures for Maintenance of Standards in Higher Education in Delhi on 6 January 2025

Union Education Minister Dharmendra Pradhan has released the draft of UGC Regulations 2025, under which minimum qualifications will be laid down for the appointment and promotion of teachers and academic staff in universities and colleges and measures will be taken to maintain standards in higher education. On this occasion, he said that this draft will help in bringing innovation, inclusiveness, flexibility and dynamism in every aspect of higher education, empower teachers and academic staff and strengthen academic standards.

The Education Minister said that the draft Regulations 2025 have been placed in the public domain for feedback, suggestions and consultation. He also said that UGC will soon publish the draft Regulations 2025 in its final form, which will bring changes in the education system and the country will move towards Developed India 2047 through quality education and research.

Key features of UGC Regulations 2025

  • Flexibility: Candidates can pursue a teaching career in subjects for which they qualify with NET/SET, even if they are different from their previous degree. PhD specialisation will be given preference.
  • Promotion of Indian Languages: The draft regulations encourage the use of Indian languages ​​in academic publications and degree courses.
  • Holistic Assessment: Aims to eliminate score-based short-listing, focusing on merit including ‘notable contribution’.
  • Diverse Talent Pool: Opens the door for recruitment of experts from arts, sports and traditional subjects.
  • Inclusivity: Provides opportunities for accomplished sportspersons, including those with disabilities, to enter the teaching profession.
  • Improved Governance: Revises the selection process for vice-chancellors with expanded eligibility criteria with transparency.
  • Promotion Process: Streamlines promotion criteria and emphasises on teaching, research output and academic contributions.
  • Focus on Professional Development: Encourages continuous learning and skill enhancement for teachers through faculty development programmes.
  • Increased Transparency and Accountability- Promotes transparent processes for recruitment, promotion and grievance redressal.
