Union Minister of State and Minister Harsh Malhotra, BJP MPs Manoj Tiwari and Kiran Chaudhary on Sunday released the book “Policing and Crime Trends in India” written by Indian Police Service officer Dinesh Gupta at the Silver Oak Hall of India Habitat Center. On this occasion, Delhi Police Commissioner IPS Sanjay Arora, Vice Chancellor of National Law University Prof. (Dr.) GS Bajpai, Vivek Gogia, Special CP (Crime Branch) Devesh Chandra Srivastava, Special CP Ajay Chaudhary of Delhi Traffic Police, Prabhat ji and Piyush ji (Prabhat Prakashan), Deepa Malik (Para Athlete) and other senior police officers and dignitaries were present.

Deep understanding of law enforcement challenges – CM Gupta

Delhi Chief Minister Rekha Gupta praised the book, calling it “a commendable scholarly contribution, which reflects “deep insight, commitment to public service and a deep understanding of contemporary law enforcement challenges in India. The book has received praise for its in-depth analysis and thoughtful view on policing in India.

Union Minister praises the subject of the book

Union Minister of State Harsh Malhotra has praised the book “Policing and Crime Trends in India” written by IPS Dinesh Kumar Gupta, saying that it presents a comprehensive overview of policing in pre-independence India and its evolution in modern times. On this occasion, Delhi Police Commissioner Shri Sanjay Arora praised the author’s extensive study, deep understanding and commitment to view policing as a service to society.

At the same time, Prof. (Dr.) G.S. Bajpai called the book “a thoughtful, historical and empirical view on the evolution of policing and violence in India”. MP Manoj Tiwari and Prabhat G of Prabhat Prakashan said that this book covers India’s police systems and responses to changing crime patterns from the early period to the present. It presents a balanced view of the impact of technology on policing, evaluating the potential benefits against the risks and challenges. This book has been published by Prabhat Prakashan Private Limited. After the book release, a book and a plant were presented to the distinguished guests as a token of respect. The event concluded successfully, making it a memorable occasion for all present.

Author’s Note

My book is a culmination of my journey as a police officer. It is inspired by the seva of my father, who was a conscientious police officer in the Uttar Pradesh Police Service. My father wrote a book that inspires me even today. His experiences and writings have instilled in me a sense of duty, perseverance and compassion. I am proud to follow in his footsteps and carry forward his legacy. I would like to dedicate this book to my late parents (Mr. J.R. Gupta and Mrs. Sushila Gupta) whose courage and conviction continue to inspire me every day. I would like to express my deep gratitude to my family. My wife, Mrs. Manju Gupta, has been my support throughout this journey, providing unwavering support and encouragement. My children, Ajitesh Gupta and Khushi Gupta, have brought immense joy and light into my life and I am grateful for their presence.

How did the idea of writing the book come about?

While pursuing LLM from National Law University, Delhi, my time spent at NLU Delhi was truly transformative. It was during this time that I gained valuable knowledge about crime and criminal patterns in India from ancient times to the present. This gave me the idea of writing a comprehensive book on policing and crime trends. I am extremely excited to share it with all of you today.

Exploring the changes in police capabilities

The evolution of the Indian police can be classified into different phases, including the Vedic period, the Islamic period, the British period and the post-independence era, which is a complete account of its journey from British colonial rule to today. The book explores the changes in the prevailing crimes, public sentiments and police capabilities over time.

This book provides a nuanced understanding of policing

From analysing crime trends post-independence to discussing contemporary challenges, this book provides a nuanced understanding of policing in India. I am reminded of the complex and flexible administrative systems that existed in ancient and medieval India. From the Maurya and Gupta empires to the Delhi Sultanate and the Mughal Empire, each period has contributed to the evolution of our policing. However, it was the British colonial rule that had a lasting impact on our policing, turning it into an instrument of state coercion rather than a service to the public.

Today, policing faces new challenges ranging from cybercrime and financial frauds to violence against women and terrorism. Our current policing model is strained. It is imperative that we change it to focus on citizens and adopt a proactive and preventive approach.

About the Author

Dinesh Kumar Gupta is an Indian Police Service (IPS) officer of AGMUT cadre, 2010 batch. During his distinguished career spanning over three decades, he has had various postings in Delhi and Arunachal Pradesh, including ACP/Sub-Division, Additional DCP Operations, Special Branch. He has handled the charge of DCP Crime, Railways, Airport and Shahdara District. During his commendable services, he has also received many prestigious awards. These include President’s Police Medal for Meritorious Service, Director General of Police Commendation Disc (Arunachal Pradesh), Commissioner of Police Special Commendation Disc (Delhi), Police Internal Security Medal for posting and deployment in counter insurgency/internal security operations in Arunachal Pradesh. Apart from this, he was awarded Special Police Duty Medal for completing two years of continuous service in the eligible area of Arunachal Pradesh and United Nations Medal while posted as Civil Police Officer in United Nations Mission in Kosovo. The author is a book lover and also has a keen interest in listening to music.
