Following Bihar, the Election Commission is now planning to revise the voter list in Uttar Pradesh. Elections are scheduled for 11 Graduate Teacher Member seats. The revision of the voter list will begin on September 30th, ahead of the Graduate Teacher Legislative Council elections.
The Graduate constituencies include Lucknow, Agra, Meerut, Allahabad-Jhansi, and the Teacher constituencies include Lucknow, Agra, Meerut, Bareilly-Moradabad, and Gorakhpur-Faizabad.
An order issued by the Chief Electoral Officer of Uttar Pradesh states that the terms of office of the members elected by the Election Commission of India from the five Graduate constituencies of the Uttar Pradesh Legislative Council, namely Lucknow, Varanasi, Agra, Meerut, Allahabad-Jhansi, and the six Teacher constituencies, namely Lucknow, Varanasi, Agra, Meerut, Bareilly-Moradabad, and Gorakhpur-Faizabad, expire on December 6, 2026.
The revision process will begin on September 30th.
For this reason, a de-novo revision schedule for the electoral rolls of the respective constituencies has been released, based on the eligibility date of November 1, 2025.
A statement issued by the Commission stated that the revision will begin on September 30th, with the final publication on December 30th. The Election Commission stated that to be included in the electoral roll for the Graduates’ constituency, an applicant must have either graduated from an Indian university at least three years prior to November 1st, or possess a qualification equivalent to graduation from an Indian university.
Conditions for inclusion in the voter list
To be included in the electoral roll for the Teachers’ constituency, an applicant must have been teaching for a minimum of three years within the last six years, immediately before November 1st, in an educational institution in the state with a level not lower than a secondary school.
The statement stated that the Electoral Registration Officers for the Lucknow, Meerut, Agra, Varanasi, and Allahabad-Jhansi Graduate Constituencies are the Divisional Commissioners of Lucknow, Meerut, Agra, Varanasi, and Jhansi, and the Electoral Registration Officers for the Lucknow, Meerut, Agra, Varanasi, Bareilly-Moradabad, and Gorakhpur-Faizabad Teacher Constituencies are the Divisional Commissioners of Lucknow, Meerut, Agra, Varanasi, Bareilly, and Gorakhpur, respectively.
The statement stated that the District Magistrates of all districts included in a Graduate Constituency and Teacher Constituency are the Assistant Electoral Registration Officers for that constituency. Furthermore, the Electoral Registration Officers for all Assembly constituencies falling within a Graduate/Teacher Constituency are also the Assistant Electoral Registration Officers for that Graduate/Teacher Constituency.

Ahead of the Bihar elections, the Election Commission has initiated a Special Intensive Revision (SIR) of the voter list in Bihar. The objective of the Special Intensive Revision is to ensure that the names of all eligible citizens are included in the Electoral Roll (ER) so that they can exercise their right to vote, that no ineligible voter is included in the electoral roll and that there is complete transparency in the process of addition or deletion of names of voters in the electoral roll.
As per Article 326 of the Constitution of India and Section 16 of the Representation of the People Act, 1950, the Election Commission strictly follows the constitutional and legal provisions relating to eligibility for registration as a voter and disqualifications for registration in the electoral roll.
